Labour Relations

UCA negotiates and maintains the labor agreements that govern the utility sector workforce in Ontario.

The Utility Contractors Association of Ontario maintains bargaining relationships with two unions.

The Ontario Provincial District Council of LIUNA, and Local 793 of the International Union of Operating Engineers.

These relationships are central to what UCA does.

Our Union Partners

The Ontario Provincial District Council of LIUNA
The Ontario Provincial District Council of LIUNA is a council of twelve affiliated Local Unions which represent and supply laborer’s and other specialized skilled construction workers to the utility sector of the construction industry in Ontario. Through the Local Unions, basic training and skills upgrading are provided at various training campuses throughout Ontario.
Local 793 of the International Union of Operating Engineers
Local 793 of the International Union of Operating Engineers represents crane and heavy equipment operators in Ontario’s construction industry. Their head office and one training campus is located in Oakville. Another training campus is in Morrisburg and there are several district offices around the province of Ontario.

How Collective Bargaining Works

Bargaining with both unions is carried out by UCA’s Labour Committee, made up of representatives from contractor members. Negotiations happen every three years. The current agreements were entered into in May 2025 and expire in April 2028.

Throughout the term of each agreement, UCA assists with interpreting its terms, resolving disputes, and administering labour relations between contractors and the unions. This ongoing work, not just the negotiation itself, is what keeps the agreements functional day-to-day.

Full collective agreement documents are available in the Member Portal.
